kevinveenbirkenbachandClaude Opus 4.7 9d7a1dce1e ci(workflows): pin lint-{ansible,javascript,makefile} to host runner
These three workflows install only their own toolchain (ansible-core +
ansible-lint, ESLint via npm, mbake) and then call `make lint-<type>`.
The make target has `install-lint` as a prereq which dispatches on
INFINITO_LINT_RUNNER (default `docker` from env/default.env), tries
`make up`, imports `cli.administration.deploy.development`, and crashes
because ruamel.yaml / the full Python toolchain isn't installed on the
runner.

Set `INFINITO_LINT_RUNNER: host` as job env so install-lint stays on
the host (delegates to `python3 -m utils.install.lint`) and the lint
wrappers exec the per-type scripts directly. lint-ansible passed by
accident last run but had the same bug -- fixed preventively.
