Extend the preload condition so a provider role is loaded by the service-loader when it sits in the round's group_names, not only when some enabled consumer requires its shared service. In matrix-deploy rounds where every consumer flips the service to disabled (e.g. a variant collapsing email/oidc/matomo to false), the provider role is still in the inventory and its own tasks rely on the preload token, so the previous narrow `required`-only check left the provider unloaded and asserts further down the chain failed. Drop the now-obsolete sys-svc-mail ↔ web-app-mailu preload-ordering TODO line: the assertion that fired when mailu sat in group_names but no consumer asked for email is resolved by the new branch.
