WAIT_FOR_TIMEOUT is an iteration count, not seconds, and CNG wait-for-deps leaks one postgres connection per iteration (establish_connection, never disconnected). At 1800 iterations of the 1s default the dedicated instance's non-superuser slots filled with idle gitlab connections before migrations could claim one, deadlocking the deploy. 60 iterations of 30s keeps the 30-minute budget at a thirtieth of the leak rate.
