Under the dnf4 backend (CentOS) ansible.builtin.dnf reports `Failed to download packages: <reason>` (module_utils/_embed/dnf.py), under dnf5 (Fedora) the bare `Failed to download packages`. The exact comparison re-raised the CentOS form instead of retrying. The rescue now re-raises everything that does not start with that message.
