fix(apt): drop the lagging FAU mirror from the Ubuntu mirror list

http://ftp.fau.de/ubuntu/ serves a noble-updates pocket 27 h behind the
freshest mirror in INFINITO_APT_UBUNTU_MIRRORS, past the 24 h the external
mirror check allows, so test-external fails every PR (job 125970291389 on
#1348) and the next main run. The FAU mirror leaves the list; RWTH Aachen
becomes the package cache's fallback.
