Both roles are explicitly listed in §"Auth-less roles" (lines 271-272)
as persona-collapse exempt:
- web-app-navigator: in-app module of web-app-dashboard; no separate
  auth surface
- web-app-oauth2-proxy: sidecar auth proxy; never directly user-facing

Strike-through with rationale pinned to the auth-less footer entry —
no deploy/CI verification needed (the collapse is documented design).
