kevinveenbirkenbachandClaude Opus 4.7 3e30694ee3 ci(updates): gate auto-update PRs via repo var

Add CI_ENABLE_AUTO_UPDATES (default unset/false). Workflow update
jobs and Dependabot PRs are skipped/auto-closed unless the variable
is set to true, so update noise is opt-in.
