Before every redeploy that follows a failed deploy, require one explicit line: either verified-in-container or a named post-deploy-state-exception. Forbid treating the redeploy itself as the verification, and reject state-reset friction, logical inference from a prior deploy, and "looks correct" as reasons to skip.
