Nextcloud refuses to skip a major. Before the pinned image starts, the
role reads $OC_Version from version.php in the code volume, plans one tag
per major between that version and the pin, and runs the image of each
step once against the data (occ upgrade through the entrypoint, with the
debug log lines filtered out of the output). Then the regular manager ops
run on the pinned image and assert that occ status reports the pinned
major. A fresh volume plans no step; swarm stops when data needs one.
