A PDS that meets migrations it does not ship refuses to start with
"previously executed migration ... is missing", after the old container is
already gone. Before the stack starts, the role now runs
files/javascript/pds_migrations.js inside the pinned PDS image against the
existing data volume: it compares the migrations recorded in every actor
store and the service database with the ones the pinned @atproto/pds
ships, records the pinned version on a match, and stops the deploy with a
report naming both versions when the data is newer. A fresh volume skips
the check.
