* `python -m cli.contributing.requirements.archive` moves the H1 of every fully-checked `docs/requirements/NNN-*.md` into the `## Archive` block of the directory README and deletes the file. Files with any remaining `- [ ]` are skipped. Split SRP-wise into discovery / inspect / readme / __main__. * New lint `test_requirements_completeness` warns per unchecked acceptance criterion (GitHub annotation) and fails when any requirement is ready for archival, pointing at the CLI. Keeps the requirements directory small so AI agents process less context. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
