Every redeploy ran occ maintenance:repair --include-expensive (43.5 s, maintenance mode on) and listed the appstore updates through Tor (49.7 s) although the version had not changed. 03_upgrade.yml now reads occ status and files/mimetype_version after occ upgrade; nextcloud_needs_post_upgrade decides whether the pass is due (version changed in this deploy, or the expensive repair has not run for the running version). A due deploy includes 03_upgrade/01_post_upgrade.yml with today's app update and repair; an unchanged one includes 03_upgrade/02_cached_updates.yml, which updates only the unpinned enabled apps whose release stored by the updatenotification background job is newer (nextcloud_cached_app_updates, PHP version_compare semantics). NEXTCLOUD_PLUGINS_PINNED is the single source of the pinned check. Verified against echoserver's live occ output (status, marker, updatenotification cache, app:list, with debug log lines): unchanged redeploy is not due and finds no update. Scenario harness 24/24 incl. negative controls on the old file. About 86 s per unchanged redeploy. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
