kevinveenbirkenbachandClaude Opus 4.8 b9aa2a9e05 fix(cli/deploy-ci): surface gh stderr and exit non-zero on failure
_gh ran gh with check=True and capture_output=True, so on failure the gh error message (e.g. 'Not Found (HTTP 404)' when dispatching to a repo that lacks the workflow) was buried inside the CalledProcessError and only the command repr showed in the traceback. Check the return code explicitly, write gh's stderr through to our stderr, and raise SystemExit(returncode) so the real error is visible and the CLI exits with gh's non-zero code cleanly instead of a traceback. Keeps the explicit check=False for ruff PLW1510.
