kevinveenbirkenbachandClaude Fable 5 ac2e68aa12 feat(ci): plan summary job, README test hardening and starred run-name

The orchestrator renders the per-mode deploy plan into the run summary.
test-run becomes test-readme (book emoji), depends on build-ci-images,
grants NET_ADMIN (the in-container MSS clamping needs it) and seeds the
run's freshly built CI image instead of the published default. The
manual run-name stars the priority roles.

Tooling guides 🧰

This directory contains contributor guidance for project tools. Its scope is how repository-standard tools should be used, when they apply, and where they fit into the wider workflow.

CLI Helpers 🛠️

Helper	Purpose
port.md	`cli contributing network ports suggest`: propose free host-bound ports inside `PORT_BANDS.<scope>.<category>`.
address.md	`cli contributing network address suggest`: propose free per-role subnets gap-first within established umbrella blocks.
