iter11 hung nfs-server's `apt-get update` for 16+ minutes in CLOSE_WAIT against apt-cache:3142 even with Pipeline-Depth=0 — the cache closed each TCP slot but apt's HTTP method held onto them via keep-alive and never noticed the half-close. Set `Acquire::http::No-Keep-Alive "true"` so every apt request opens a fresh socket and tears it down on completion (no shared state to leak), plus a 30 s `Acquire::http::Timeout` so any future stuck fetch errors out fast enough for the Retries=3 backoff to actually kick in.
