Update run 41722395224 proposed no sys-os bump although fedora:latest
points at 45 and a local dry run proposes 44 -> 45. followed_tags turned
every failed digest lookup into "no candidate" without a word, so the run
cannot tell a rate limit from a pin that is current.

tag_digest now retries an HTTP 429 twice with a short backoff, as the tag
listing does, and followed_tags reports on stderr what it compared and
which tags it kept, or the error that made it propose nothing.
