Without --repo, gh targets the wrong repository context when GH_TOKEN is used in a workflow that runs outside the target repo. Infer the repo from the git remote URL and pass it to gh pr list, gh pr edit, and gh pr create. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
