kevinveenbirkenbach 9a84fafec5 feat(inventory): add mirror_policy to control mirror image overrides
- Default policy (if_missing): manual image/version win, mirror fills blanks only
- Add mirror_policy=force to always overwrite image/version
- Add mirror_policy=skip to ignore mirror completely
- Treat empty/whitespace values as missing
- Preserve non-image/version service keys
- Extend unit tests to cover all mirror policy scenarios
