The logout page fetches every application's logout URL, and its CSP blocks fetches into another network, so one conductor could only sweep the network of its own primary domain. logout_domains takes the network to sweep, each network gets its own service, http or http_onion port and LOGOUT_DOMAINS list in that network's scheme, and every vhost proxies to the conductor of its network.
