`role_summary.py` no longer truncates to a configurable top-N: drops
`DEFAULT_TOP_N`, `TOP_N_ENV_KEY`, and `_read_top_n`; `_format_table`
renders all rows from `parse_role_times`. Renames the Markdown
heading and the corresponding GitHub Actions step in the four
`test-deploy-*` workflows from `Top role runtimes` to
`Role runtimes` for accuracy.
