Kevin Veen-Birkenbach 9439ac7f76 fix(web-app-xwiki): raise XWiki container resources and align YAML formatting 
- Set cpus=1.0, mem_reservation=1g, mem_limit=2g, pids_limit=1024
- Keep LTS image/tag templating and Postgres type
- Normalize spacing/alignment for readability

Reason: Tomcat/XWiki needs >1 GB; low limits caused slow boots/502 upstream not ready.
