The ruff toolchain was unpinned, so host venvs, the lint container and CI installed different releases over time. That drift is why lint-python only failed on CI: locally ruff 0.15.x preview-gated ISC004/FURB192 and (falsely) fired S310 on urllib.request.Request, while CI's 0.16.0 has ISC004/FURB192 stable and drops the S310-on-Request false positive. Pin ruff==0.16.0 in pyproject.toml's dev extras (Dependabot keeps it current) and have utils.install.lint.ruff read that pin and reinstall whenever the found version drifts, so every environment resolves the same ruff. Then fix what 0.16.0 flags: parenthesise the implicit string concatenations (ISC004), use min() over sorted()[0] (FURB192), drop the now-unused S310 noqa on the Request() builders (RUF100), and delete the narration comments that the comment lint surfaces in the touched files. """Lint guard: ``# noqa:`` markers MUST carry only ruff/flake8 codes.
Background
==========
Ruff parses every ``# noqa: <code>`` marker on a Python source line
as a flake8 directive. Codes that don't match the ruff/flake8 shape
trigger ``invalid-noqa-code`` warnings on every parse.
The project also runs its own suppression layer
(``utils.annotations.suppress``) which accepts ``noqa`` and
``nocheck`` as keyword synonyms for kebab-case project rule keys
(``direct-yaml``, ``hardcoded-dns-resolver``, …). Mixing project rules
into ``# noqa:`` markers is doubly broken: ruff fires its warning AND
the project parser silently accepts the marker, hiding typos.
Convention enforced here
========================
- ``# noqa:`` is reserved for real ruff/flake8 codes.
- ``# nocheck:`` is reserved for project rule keys from
``docs/contributing/actions/testing/suppression.md``.
Detection
=========
Scan every ``.py``/``.yml``/``.yaml``/``.j2``/``.sh``/``.md``/``.conf``/
``.cfg`` file in the project for ``(#|//|{#) noqa: <codes>``. For each
comma-separated code, fail unless it matches the ruff shape (uppercase
letter prefix + digits, e.g. ``E402``, ``F401``, ``PLW0603``,
``RUF005``).
The ``# noqa`` form without a colon (suppress all codes) is allowed by
ruff/flake8 and is NOT scanned here.
