A process that renders network-bound URLs once, such as oauth2-proxy or the dashboard, can serve only one network, so a multi-network role runs one per network. network_instances lists those networks with a label, the first one unlabelled so a single-network role keeps its names, and labelled and labelled_file suffix service and file names with it.
