kevinveenbirkenbachandClaude Opus 4.8 339af1ce20 fix(swarm-test): do not fail pre-clean on a raced act container removal
down_act_outer.sh is a best-effort pre-clean (set +e), but its last statement (docker rm -f) can race act's own --rm finalize and return non-zero, so the script exited non-zero and aborted swarm-zombie before the deploy. Force exit 0.
