roles_with_service drops every role without a canonical domain, which
suits consumers that need a URL but made LiteLLM skip headless
consumers: svc-ai-agent-broker never got its key registered and every
relayed call came back 401 "Unable to find token".

The lookup gains include_headless, which keeps such roles with an empty
canonical_domain and canonical_url, and LiteLLM's consumer key list
passes it. Callers that do not pass it behave as before.
