--force-with-lease requires a remote-tracking ref to exist locally. In a fresh CI checkout the update branch has no tracking ref, so the push is rejected as stale. The update branch is always owned by automation, so --force is safe here. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
