Introduce module_utils/jinja_strict.py to render nested Jinja-in-vars with hard-fail semantics. Refactor cert_plan, compose_f_args, and compose_ca_inject_cmd to use render_strict so no "{{ ... }}" leaks into generated paths/commands, and add unit tests.
