evangelostsak d5c26594f0 fix(openbao): satisfy ruff in the rotation tests ...

lint-python runs ruff, which the pytest lint suite does not cover, so these
slipped through locally: an unnecessary lambda around bool, and a Jinja
Environment left on the implicit autoescape default. The suppression has to sit
on the autoescape argument itself, which is where ruff anchors the violation.
