The complexity report orders roles coverage-first and caps them with --max-jobs; that order must drive selection. Once selected, re-sort the surviving roles alphabetically so the swarm and compose deploy matrices list jobs in a stable ascending order. The storage filter and variant_bundles both preserve input order, so the final matrix stays sorted. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
