kevinveenbirkenbachandClaude Opus 5 21dd54fd4b fix(lint): refresh apt lists before puppeteer provisions chrome

The container image ships with /var/lib/apt/lists emptied, so puppeteer's
--install-deps resolved no package name and chrome-headless-shell then died on
a missing libnspr4. All 262 markdown files with a mermaid block failed to
render, and the wrapper discarded the reason into /dev/null.

Refresh the lists when apt-get is present, and surface the provisioning output
instead of swallowing it, so a failure on a distribution puppeteer cannot serve
names its own cause.

Script Collection

This directory contains automation scripts used across the project.

system/ contains host and system-facing helpers.
container/ contains helpers that run inside the local container.
github/ contains GitHub workflow helper scripts.

The scope of this folder is script organization at the repository level. Detailed responsibilities belong in the README files of the respective subdirectories.
