The mode rotation picks swarm for a row when (position + sweep) is odd, so every swarm row of a sweep shares one position parity. wants_vpn rotated on (position + sweep // 4) % 2, the same digit, so all swarm rows of a default run landed on one arm: a sweep was entirely meshed or entirely direct and never compared the two. Reading the position's second digit (position // 2) splits the swarm rows of every sweep about evenly between the arms, and sweep // 4 still flips each row on its own schedule. Compose rows are untouched: they never take the mesh.
