The full gate failed test_a_distro_needs_the_slowest_run_plus_headroom_to_start on a quiet machine, so the load is the gate own parallel workers rather than anything beside it. The branch under test needs d < B < 2.15*d for a measured first duration d, the rule 040955ebf2 wrote down when it widened the same fixture from sleep 2 / 3s to sleep 4 / 7s. At 4 / 7 the window admits a first iteration of 4 to 6 seconds, three seconds of slack, sized then against the single second CI had overshot by. Under the gate it overshoots further, takes the budget exhausted branch and never prints the line the test greps for. At 10 / 19 the window admits 10 to 18 seconds, nine seconds of slack. The assertion and the branch are unchanged and the suite pays six more seconds.
The second hunk shortens the Odoo reload task name to 60 characters; at 83 it broke the 80 character convention the name lint enforces.
