kevinveenbirkenbachandClaude Opus 5.5 1b9c6f9d12 feat(test-e2e-playwright): ship @axe-core/playwright in the shared runner

Specs can run WCAG checks through AxeBuilder without a role-local package.
playwright.axe_version pins it with an npm update source, and the shared
install stamp carries both versions so a host with an older stamp reinstalls.
