Only the node that runs svc-net-tor had it in group_names, so every other swarm node resolved no node onion, served no onion siblings and scheduled no onion apex redirect. tor_serves_host also accepts a provider anywhere in a cluster of more than one svc-swarm-node; a single compose host keeps the old answer.
