The bond<1 partner bins (and the coupled v0 baseline) sit just under these
limits; the previous 32/72 cap was the single-all-on-host figure that the
6-variant distribution replaces. Honest accounting (every enabled service still
counts) — no bond-zeroing or per-variant exemption.
