kevinveenbirkenbachandClaude Opus 4.8 a08ec88c03 feat(deploy): always run the full variant matrix (remove runtime time-cut)

Drop the RuntimeBudget guard and its INFINITO_MAX_RUNTIME /
INFINITO_VARIANT_TIME_OVERFLOW env handlers: the deploy round loop now runs
every variant unconditionally instead of skipping (cut) or aborting (fail)
when the projected runtime would exceed the budget. Removes runtime_budget.py,
both env handlers + their registration, the budget calls in deploy.py, the
obsolete unit tests + the TestHandlerBudget class, and the docs reference.
