Activate ENABLE_OAUTH_ROLE_MANAGEMENT and configure OAUTH_ROLES_CLAIM from
RBAC.GROUP.CLAIM. Define OAUTH_ADMIN_ROLES dynamically based on RBAC group
and application administrator naming convention.
