kevinveenbirkenbachandClaude Opus 4.8 1ed0afcd61 test(objstore): require seaweedfs for database-backed web-app roles

Add a meta lint asserting every web-app role with postgres or mariadb declares a seaweedfs object-store service, exemptable via the seaweedfs-required nocheck marker. Mark the 33 database-backed roles that do not use object storage, and register the rule in the suppression catalog.
