Replace the prose that an agent could read as 'no variant passed implies mode=reinstall' with an explicit situation-to-command table plus a FORBIDDEN list: every mode=update is variant-pinned, and a no-variant mode=reinstall is reserved for the initial baseline and the final gate only. A failing variant is retried with mode=update variant=<idx>, never by restarting the whole matrix.
