kevinveenbirkenbachandClaude Fable 5 cdd2bbf81c refactor(tasks): apply the 00_core numbering scheme to branch-local roles

svc-net-tor and web-svc-mirror predate the task-file numbering lint the
swarm-nfs merge brought in (a numbered *_core.yml must be 00_core.yml);
rename their 01_core.yml and retarget the main.yml includes.
