Prageeth Panicker b7196dd187 fix(web-app-wazuh): check the denied RBAC tiers through the UI instead of the roles API ...

The security-analyst page never calls the roles API, so the response wait timed out in CI. The non-admin tiers now check that the user stays inside the Wazuh app, sees a non-empty page and sees neither the role list nor the create-role button. Failure messages include the page URL and text.
