The role declares an oauth2 proxy, so an unauthenticated request to the root
answers 302 towards the identity provider. Its status codes still described the
shape from before the gate existed, where the api server mapped only /health
and /v1 and the bare root answered 404 by design. The webserver health check
therefore refused the redirect and the service failed to start, in compose and
in swarm alike.

Keeps 404 alongside: the variant that disables sso is not proxied, and there
the root still answers 404. Both variants share one runner and one declaration.
