kevinveenbirkenbachandClaude Opus 4.7 7e38fca6d7 docs: fix broken links to archived requirement files 
Drops markdown links in 017/018 and role TODOs that pointed at the
016 and 019 requirement files archived in 027ba06ee. The text
references stay; only the now-broken link targets are removed so the
markdown-links lint passes.
