04d4d31335 added the CONFIG_TIMEOUTS map without running autoformat over it, so
every `make quality` since rewrote this one line and surfaced as an unexpected
working-tree diff.

The folded double-quoted scalar turns the break and its indentation into a
single space, and one already stood before the closing braces: parsing both
revisions with yaml.safe_load returns equal maps.
