kevinveenbirkenbachandClaude Opus 4.7 1ee33ce4b7 fix(sys-stk-full): drop overinclusive required_by: web declaration

sys-stk-full is a convenience composition (sys-stk-front-proxy +
sys-stk-backend). It is not required for every web role — static-asset
servers (web-svc-cdn, web-svc-css, web-svc-asset, web-svc-file,
web-svc-html) only load sys-stk-front-proxy directly. The old
declaration made the deploy-verifier reject those deploys with
"required role(s) did not execute: sys-stk-full". The roles that
actually need the full stack include it explicitly via include_role,
so removing the declaration loses no correctness.
