kevinveenbirkenbachandClaude Opus 4.7 fa4d4dfa66 refactor(roles/sys-ctl-cln-bkps): absorb sys-timer-cln-bkps wrapper
sys-timer-cln-bkps was a 4-line bundle role that did nothing the
sys-service include in sys-ctl-cln-bkps cannot do via its built-in
`system_service_timer_enabled` toggle: set the timer service to
`sys-ctl-cln-bkps` and include `sys-timer`. Drop the wrapper and turn
the timer on directly from sys-ctl-cln-bkps with a new
`SYS_CTL_CLN_BKPS_TIMER_ENABLED` default (true) so inventories can
disable the on-calendar firing without losing the service unit.

The README cross-link in svc-bkp-remote-2-local now points at
sys-ctl-cln-bkps; no other consumers referenced the deleted role.
