kevinveenbirkenbachandClaude Opus 4.7 04d31ec038 refactor(host-locale): introduce HOST_CS + HOST_LANG, replace hardcoded UTF-8

group_vars/all/00_general.yml gains:
- HOST_CS:   "UTF-8"                          (POSIX codeset / character encoding)
- HOST_LANG: "{{HOST_LL_CC}}.{{HOST_CS}}"     (full LANG env value, e.g. en_GB.UTF-8)

Replaces the corresponding hardcoded literals at the call sites:
- dev-locales/locale.conf.j2:    LANG/LANGUAGE -> {{ HOST_LANG }}
- dev-locales/locale.gen.j2:     active locale entry -> {{ HOST_LANG }} {{ HOST_CS }}
                                 (also fixes the en_US/en_GB drift against HOST_LL_CC)
- sys-ctl-alm-email/script.sh.j2: MIME charset -> {{ HOST_CS }}
- web-svc-legal/imprint.html.j2: <meta charset=...> -> {{ HOST_CS }}
- web-app-discourse/vars/main.yml: DISCOURSE_LOCAL "C.UTF-8" -> "C.{{ HOST_CS }}"
                                   (keeps the C-locale prefix that the container needs)
