6c558e7fe introduced GNOME_EXTENSION_MANAGER_REPO/_REF in both desk-gnome and
desk-gnome-extensions, bound to different lookups - services.gnome.* against
services.gnome-extensions.*. Top-level ALL-CAPS names are project-wide constants
and must resolve to one value, so the same name on two values is what the rule
exists to catch. Prefix each with its role.
