- Move utils/gha/annotations.py → utils/annotations/message.py
- Move scripts/gha/summarize_annotations.py → utils/annotations/summarize.py
- Keep utils/gha/annotations.py as compatibility shim
- Update all imports across codebase to utils.annotations.message
- Wire tee + summary step into test-code-lint, unit, and integration workflows
- Add unit tests for utils/annotations/summarize (20 tests)

- Add explicit job names where missing
- Standardize all job titles to Emoji + imperative + object format
- Improve CI readability and consistency across workflows
- No functional changes to job logic or execution order

kevinveenbirkenbach 41829df6e0 ci: build CI images first and use per-commit image tags in tests 
- Run build-ci-images before all code test jobs
- Propagate ci-${GITHUB_SHA} image tag into test workflows
- Remove forced INFINITO_PULL_POLICY=never from Makefile tests
- Ensure tests use the freshly built CI images instead of :latest

kevinveenbirkenbach cc9c2dceb8 fix(ci,nix): forward NIX_CONFIG into docker build and runtime to avoid GitHub rate limits 
- Export NIX_CONFIG in CI jobs and Makefile
- Pass NIX_CONFIG as docker build-arg
- Use NIX_CONFIG only in relevant Dockerfile RUN steps (no secret persistence)
- Forward NIX_CONFIG to test and deploy containers
