kevinveenbirkenbachandClaude Opus 4.8 51dbc46876 ci(runner): relocate Docker data-root onto /mnt when roomier
Swarm's nested DinD-node daemons plus the backup DR drill (LUKS loop image,
per-node registry pulls) fill the ~50 GB root fs and trip the <6 GB abort
guard in utils/tests/swarm/matrix.py, while /mnt is a separate ~74 GB
partition sitting idle behind only a swapfile.

Add a runner step that moves the host Docker data-root to /mnt/docker when
/mnt is a separate, roomier partition (detection mirrors enlarge_swap.sh),
before any Docker usage. Best-effort: any failure rolls Docker back onto /
and the step still exits 0, so it can never turn a green deploy red. Wired
into the compose, swarm, and host deploy workflows.

kevinveenbirkenbachandClaude Opus 4.8 0df75d83a6 fix(ci): retry buildx setup against transient Docker Hub timeouts
The 'Set up Docker Buildx' step boots BuildKit, which pulls
moby/buildkit from registry-1.docker.io. A transient Docker Hub
timeout there had no retry (only the build step did), so the whole
build job failed at setup.

Pre-pull the BuildKit image with a 7x/20s retry before the buildx
setup, and pin the action to that exact tag via driver-opts. Once the
image is local, buildx falls back to it if the bootstrap pull fails
('pulling failed, using local image'), so a flaky Docker Hub no longer
breaks setup. Applied to both images-build-ci.yml and
release-version.yml.

kevinveenbirkenbachandClaude Opus 4.7 c02229b4be refactor(make): align targets to domain prefixes (compose-, network-, etc.)
Apply a consistent naming convention to the Make target inventory so
every target is grouped by its domain:

- compose-* (compose-up/down/restart/stop/exec/inner-run)
- network-* (network-dns-setup/remove, network-ipv6-disable/restore,
              network-refresh, network-trust-ca)
- security-* (security-apparmor-restore/teardown)
- diagnose-* (diagnose-network, diagnose-disk-usage)
- fix-* (fix-chmod, fix-dockerignore)
- clean-* (clean-cache, clean-pycache-dirs)
- install-* (install-agent)
- meta-* (meta-list, meta-tree, meta-mig)

Drop the stale debug-network target and reintroduce its functionality
as diagnose-network. Cascade renames through:

- Makefile (.PHONY entries, prereqs, recursive $(MAKE) calls)
- contributor docs, agent-iteration docs, role-level docs
- bundle README, environment scripts, install/lint/test wrappers
- AGENTS.md, CLAUDE.md, compose/cache.override.yml, .github/workflows

Historical entries under docs/requirements/ and changelog/ stay
untouched as audit logs.

kevinveenbirkenbachandClaude Opus 4.7 ce48a8151a refactor(ci): extract images-build-ci inline blocks into runner SPOTs
Three inline `run:` blocks moved into `scripts/github/runner/`:

* `images_build_outputs.sh "$distros" "$image_tag"` — replaces the
matrix/image_tag computation in the "Compute matrix JSON" step; emits
both outputs to $GITHUB_OUTPUT in one call.
* `distros_matrix.sh "$distros"` — the matrix-JSON primitive
  (`split(" ") | map(select(length>0))`), reused by test-dns.yml's
matrix step. Removes the jq duplicate that lived in both workflows.
* The two pre/post-build `Disk pressure` steps now invoke the already-
  existing `disk_pressure_report.sh PRE-BUILD` / `POST-BUILD` instead of
  duplicating the df/docker-system-df/buildx-du block inline.

Behaviour unchanged; the workflow runs the same commands via the SPOT
helpers.

kevinveenbirkenbachandClaude Opus 4.7 f9147e4486 refactor(scripts/github): split helpers into responsibility subfolders
Group the shell helpers under scripts/github/ into five subfolders
that match how the workflow files consume them:

runner/ host-runner hygiene (disk, swap, Docker daemon, diagnostics)
cancel/ run cancellation on PR-close and branch-delete events
resolve/ derivation of workflow inputs and outputs from repo state
  update/ scheduled Update: Versions pipeline
  release/ release-time gates

Drop the now-redundant subfolder prefix from each filename, e.g.
dump_runner_state.sh becomes dump_state.sh and cancel_pull_request_runs.sh
becomes pull_request_runs.sh. Each subfolder carries a README that
describes its scope per documentation.md rules; the top-level README
points at the subfolders without inventorying files.

Propagate the new paths through ten workflow files, three docs
(workflow.md, pipeline.md, secrets.md), and two tests. Fix a real
runtime bug in enlarge_swap.sh, which still referenced the
pre-rename dump_runner_state.sh path. Extend the inline-block-size
lint hint to describe the new subfolder convention.
